Static sites are the first productized topology

The second site is the real scalability test. A template that only works once is a custom project with better packaging.

For Weppa Sites, the repeat path starts from the same manifest, certified blocks, theme tokens and local quality gates. Operators supply the site identity, content set, canonical URL and approval context. The Control Plane creates the operation run, builds the preview, collects evidence and keeps rollback available before any public change is made.

The goal is not speed by skipping checks. The goal is speed because the checks are productized.
